This is just a guess, having no education in physiology outside of highschool, but I think infant "masturbation" has a different function than post-adolescence masturbation. The way infants learn about the world is not through their eyes, but their hands and mouth. It seems normal to me that an infant would be probing their whole body in an attempt to learn about themselves. The term masturbation itself refers to self-stimulation, the genitals do not have to be involved.
Also, is there actually any pleasure associated with prepubescent masturbation? For guys it doesn't even seem possible, but I guess for girls it can be?
