Question Weird Windows Update issue

For the past couple of weeks I keep getting a Windows update that does not install. Requesting an update will always fetch the update and cycle through the install process in under a split second then that's it. I can keep requesting an update and the same thing happens. Anyone else getting this issue? I thought it was from having fTPM disabled but changing that to enabled didn't fix it.

The update is Windows 10 Version 21H2 (KB4023057)


Also I had to do a system reset after disabling some Message Signal Interrupt devices. Maybe that reset did something to the OS causing this to happen?

Ran the troubleshooter and it detected an issue and "fixed" it, rebooted and ran Windows Update again, same issue
