Weird Win98 Problem

On a fresh install on an older system here, Windows refuses to install any Microsoft software. That means no IE updates, and no Microsoft Office. About halfway through the installation, the computer will hard lock and I have to cycle the power to get it to reboot. Any idea why this might be happening? It is a fresh install.
