Weird USB hub problem

I'm running WinXP. I have a powered Belkin USB hub, it has worked fine until just recently. For whatever reason, it turns on at boot-up and works fine until the WinXP boot-up screen comes on. At this point, it usually re-initializes the hub (the lights go out and then back on again) and all is well. Now it turns off and does not turn back on again. Once WinXP finishes booting, I remove the hub's cable and plug it in elsewhere and it wakes up and works fine. If I try to plug it into the same spot, the red power light turns on and then immediately turns off.

Any clues?
