Weird Problem with deleting

I am trying to delete a video file but everytime i try to delete it says that a program is using this file. I hit ctrl-alt-del and close any program under my name (not system of local - btw i am using XP) but i still get that error. I can't cut the file either. I made a copy of it and tried to delete either one but it didn't work at first...but a couple seconds ago...the original file was deleted but the second still remains. What is the solution to this problem?

Have you tried booting into Safe Mode?
