Weird problem /w my monitor

Was looking around the forums and this seemed like the most approiate place to ask. I own a very very cheap 19" monitor (Magview 19", about $180). On this monitor, there is a 2cm thin vertical line about 3/4 the way across the screen. This line makes anything over it slightly brighter. With bright colors it's next to impossible to see. With darker colors it's very visable and VERY ANNOYING. Any idea what causes these lines? I noticed that some other really really cheap monitors have these. Could the "ferrite request cards" that come with radeons fix this? I'm curious as to exactly what they do . . .

ferrites will not fix anything. Monitor cables have them built in on the ends already anyways, hence that round plastic ring probably. The monitor probably just sucks or there is damage to the mask.
