weird power supply issue

Ok heres a good 1... Just put together a system with Abit kv7, barton 2500, 512 mb corsair xms 333, Radeon 9700 pro all in wonder, powered by an antec smart power 350w ps.

first attempt at power up failed, the fans turned for a sec but stopped. cleared cmos, same result. , i could remove the external power from the 9700 pro aiw and the system would power up. but as long as the external power was connected to the card , no dice.
this was the only way the system would power up. to make a long story short, i installed another brand 350w ps and everythings fine. i put the antec ps in another system (with different components) and it works fine. heres where it gets weird... got a friend with an antec 350w smart blue ps so i tried it with the 9700. it powered up but no display.

any1 got any theories?? sorry for the long post but its been a heck of an evening!

Hmm, well I guess you could always jot down the voltages and spikes in the hardware monitor. Maybe the Antec doesn't deliver enough juice on one rail.(Which would be weird as they are usually awesome PSUs and my regular 300watt Antec handles my 9700 et al fine.)
