Weird Power Problem

hello. when i power on the PC nothing happens. no boot, no power led,nothing. i left the room for a few minutes and when i got back the pc turned on by itself. so i tried it again. turn on pc, wait a few minutes then it eventually turns on.

sometimes it won't turn on at all though. waited as long as 10 minutes.

i checked the power cables, ups, etc. and everything checks out.

is this a PSU problem or a mobo one? thanks!
 
Are there any LEDs on the motherboard itself? If so, do they light up when the machine is connected to power or when the power button is pressed?
 
i have a gigabyte mobo and a generic 600w psu. there are no LEDs on the motherboard. sometimes when the waiting-for-it-to-powerup method fails i remove the power cable from the back of the computer (psu) and plug/unplug it until the thing boots. i'll probably take it in to have the psu checked
