Weird power on/off problem

Just pieced together my new computer and I encountered a really weird problem... When I turn it on the fans and everything spin up for about 5 seconds then it powers off, and about 4 seconds later it powers back on by itself and posts and everythings fine. I unplug the power cable and plug it back in and try again and it NEVER posts the 1st time, and ALWAYS posts the 2nd time, wtf? Does anyone have a clue what could be happening? Doesnt sound like a grounding problem because it NEVER works the 1st time i power it on, and ALWAYS works after it powers itself back on. ANY help would be appreciated.

Q6600 (G0)
8800 GTS (G92)
Abit IP35-E Motherboard
2GB DDR2-800 Corsair RAM
250GB SATA HDD
20X DVD-RW
Rosewill 550W PSU
4 case fans/2 cathode ray lights

Most of you will say its the PSU, but actually this one has REALLY good reviews on newegg and when i go into the bios the rails seem pretty solid. I dunno whats going on T_T.
