Weird Pauses when loading programs

I have recently been getting weird pauses when loading program, like MS Outlook or IE. Like when you click on the mail icon, MS Loads then when I move the mouse it moves a few spaces pauses, then moves some more pauses and repeats till the program is done running. Also if an MP3 is playing sometimes the song gets stuck in a short loop, sort of like an old Record Player starts skipping.

This has started happening since I got a new 20 gig maxtor a few months ago. although I use a 6 gig maxtor as my window 98 install drive. I have reinstalled win98 twice and the problem still crops up. Also my clock looses time slowly. I know this may mean the CMOS battery is losing power, but I'm wondering if the problems may be releated.

I have a p3 500 with 128 megs of ram on an Abit BX board.

My system runs stable otherwise with no crashes even after 3 or so days of up time. I've run several diagnostic programs like Sandra to check my ram, but no errors have occured. Any help or suggestions on the cause would be appreciated.
