Weird networking error

This is now the second time this has happened. The issue is that I have some limited connectivity problem. I can ping, but I can't connect to anything, nothing on the internet, not computers on my network, not even my router. But, any connection that was already open has stayed open, so I have a remote desktop session to a local computer still open and streaming video going. The remote desktop computer can see the network shares of the problem computer. Problem goes away with a restart.

No idea what is going on.
 
malware, or security suite problems?

Are you running Zone Alarm?

no zone alarm and avira isn't reporting anything. i keep this computer pretty clean so malware risk seems low. both windows firewall and avira firewall are turned off.

malware bytes isn't finding anything either
