weird modem problem

my friends modem has a dialtone and dials out when theres no phone line attached to it, and when there is a phoneline is basically just hands there after it dials. his ISP is aol and it just hangs there. and the weird thing is the same thing happens if the modem is plugged in or isnt. its a USR modem. what can be wrong with it?
