This is my system

GTX 770

i5-4670 CPU @3.40 GHz

8.00 GB RAM

Driver version: 334.89

OS: Windows 8.1 Pro

and I've tried Assassins Creed 3 and it will go to 60 then drop as low as 29 or 30 repetitively. Bioshock Infinite 60 fps then will drop to 30 and back up to 60 repetitively as well. I've tried turning framerate lock off and it will get a 100+ then still drop to 30 or 40 then jump up repetitively. Bioshock would run fine but it for some reason bounces around everywhere fps wise.
 
Sounds pretty normal for most games. There are places where performance will tank.

When you say repetitively do you mean you can time it and it always happens?

use afterburner and see if you running out of vram. You might have to lower some settings to avoid that if that is the problem. And yes could be temps causing the gpu to downclock.
