Weird graphical sluggishness

I can't figure out why, but my computer has recently become very sluggish whenever I do anything that taxes my graphics card. I have an GeForce 8800 GTS, and up until now it's been perfectly adequate for my needs (mostly EVE Online and Fallout.)

A few days ago I updated my nVidia drivers hoping they'd help with some stability issues in EVE, and right about then my computer's performance started taking a hit. Frame rates stay ok, but everything just feels sluggish (seems to be a bit of lag with my house cursor responding, stuff like that) when I run anything graphics intensive. I tried uninstalling and reinstalling EVE, as well as rolling back my graphics card drivers. Neither of those things helped. Any ideas on what could be causing this?
 
So I pulled off the side of my computer's case to see if there were any cooling issues and sure enough the fan on my card was not spinning. That probably explains why it only slowed down on video-intensive tasks. Now I need to figure out how to repair/replace the fan.
