Just a frozen wheel, take off the wheel cover, have someone in the car put it in gear and smack the steel wheel whith a big hammer. Not no whimpy hammer, and if you dont have a good size hammer got get one, little dinky nail hammer will not do and dont be afraid to smack that sucker hard.
Not uncommon with the Dodge Neons, they build up rust in the drums in a few hours and squeak and grind when you first take off almost every day. That with it cold and moist outside and stuck city, so a couple good whacks while its in gear and someone is giving it a little gas and it will break free.
