Laws like that are quite common. In my hometown there was an abandoned school for the mentally challenged which had been purchased and was going to be demolished (a pharmacy was going up in its place). There was a law stating that alcohol cannot be sold within 100 yards of a school. A new gas station was built and the alcohol was 6 inches too close to the abandoned school - even though it would never be used as a school again. The gas station was forced to gut the interior to move the alcohol and the sales clerks to the other side of the store - then it was legal.
