Weird AD OU problem

I have a bunch of OU's in my AD. I am restricting file download access in Internet Explorer just to one OU. When I do this, it then applies the same security restrictions for IE to all OU's in my AD Users and Computers! Any ideas on how to make it stop doing that?
 
Is it a new policy that you created, or did you edit an existing policy? Are the objects in the OU just computers?
 
As the other folks have mentioned a GPO can be applied to multiple OUs, so if that one policy is applied to multiple OUs so will the settings. If you only want to apply the settings to a single OU the best approch is typically to create a new GPO and apply it directly to (and only to) the OU you want.

What OU are you applying it to?
