Question Web publish error

Windows 10 Pro, VS 2010 Pro.

I have 2 websites on a GoDaddy server. I publish to my localhost to see any changes I make before doing it to the actual site.

It has been awhile since I published locally. I am getting an error:
Web deployment task failed. (There was an error reading IIS configuration schema from 'C:\WINDOWS\system32\inetsrv\config\schema\'.)

I noticed the file IIS_schema.xml is not marked with the read only attribute like the other files in that folder. Logging into PC as Administrator still does not let me change the attribute. The contents of the file looks very similar as the same file on my Windows 11 Pro system.

Ideas?

FWIW, I have moved all my dev activity to Win 11, VS 2022 and SQL Dev. And I use FTL to publish to web and local files on my PC.
