Universities can host their domains as they are on a t3 or better line with a awesome upload. You typical cable or dsl modem wont do it, as it has to slow of an upload speed. T1 can also disappoint 😛
 
Hosting your own website is usually against your ISP's TOSA.

However, I run my own webserver/fileserver for personal use and allow a few of my friends access to it.

By using a DynDNS redirector rather than a registered domain, getting to my site is easy enough.

The speed for pages is fine, but downloading takes longer because of my 385kb upload speed.
