Web Designers: Would you charge for the time to create a template?

I created a template etc, that could be customized etc and spent about 10-12 hours on it. I now have 3 clients using the template, but each with their own customization (colors, fonts, pictures, etc). Would you charge for the R&D time (split up % wise) or just for the time it took to modify the actual template.


It takes about 10-12 hrs to customize the website from the template, so would it be ok to charge like 13-15, the other 2hrs for R&D?

Just want to be moral about the situation.

Flat fee for the template and then additional charge for modifications.
