Unless you're asking 2advanced, $4000 may be 2much, although I have heard of people paying for more for smaller businesses (and yet they never ask me to do them =0/ )

Both of those sites you can find nice, cheap designs. oswd.org has free designs and template monster has under $100 designs

Besides that, it's just content editing for a static website, I really hope this has some VERY NICE design and some nice scripting done to it
