Web chat vs phone conversation at work?

i find it more effective to have people chat with me when they want something from me, but i notice many people (usually older) prefer to talk on the phone. what is your preference?
 
I would prefer web chat, but we aren't allowed to use it because of HIPPA laws. We use lots of VoIP voice mail in place of that.
