Our nutzo cyclist mayor is well on his way to having that. Downtown Vancouver is now riddled with bike lanes, to the point it's become extremely annoying to drive down here, which is, I suppose, the point.

In California bicycles do not have the right of way on the road. They have the same right of way as a car. If a car gets to a stop sign before the bicycle then the car has the right of way.

Many of our lanes are crazy too. They have partitions to separate them, their own traffic lights, etc. 🙄

If a bike is legal on the sidewalk they can enter a road as a pedestrian.

In areas where it's legal both road and sidewalk you get asshats playing the field to maximize their right of way, however; that is ticketable usually.
