Didn't anyone take Earth Science and did an experiment with (whatever it's called with a wet and dry thermometer spun in a circle. Sling something or other)? If so, you would have put something wet around the bulb of a thermometer, moved it rapidly in the air, and used the evaporative cooling to calculate the dew point. That is, through evaporative cooling, you can get colder than the temperature of a steram. Thus, this method would not be effective on humid days. But on days with a low dew point, you can drop the beer to a much cooler temperature. So, if it's 85 degrees outside, and the stream temperature is 75 degrees, you can still get that beer down to 65 or lower - depending on the dew point. It'll take a bit of time though.
