Well, this may sound too obviuos, but did you go to the control panels and set your 3d display settings to driver defaults? Because sometimes even if you dont change the settings, they still get set to something else initially. Also, make sure you don't have AA or AF enabled in the control panel.

Make sure you are not accidentally leaving aa and af on in the cpanel. Set performance to fastest, vsync off, etc. Seems like you got aa/af enabled. Also, pny isn't a very good gaming vendor, they do more workstation stuff.
