Well, i have been playing around with wattman and played some games.
The RX480 is fast enough for the older games to do 60fps easily. I have vsync enabled to reduce tearing. And the side effect is that the card just does not get warm. I logged the data during gameplay and with halflife 2 episode 2, the fans run at around ~1400rpm and the gpu does not get hotter then 56~59C.
And that is with the gigabyte gaming G1 RX480 8GB, a card from which some people say it has inferior cooling. Which is nonsense for normal use(It works perfectly), but they may have a point for extreme overclocking.
If you like a cool card, for older games it is perfectly fine to lower the max core frequency settings. I have my gpu downclocked at 1030MHz and it shows. The card is still mostly idle at 60fps, that must be the case because of the low temperature. Fans barely run and temperature stays surprisingly low. And the radeon settings allow for a per game wattman setting as well. :)
