he water main was fixed, then busted again... So, more flooding has made it impossible to move my car. Cars passing just splash more and more water, which freezes... I don't even have to as bad as some other cars up the street do...

I have the crazy feeling that the damage to the vehicle will be >50% of its value (going b wanting to get it back into the pre-water condition). The interior will need a bunch of work. Everything related to the tires/wheels has got to be jacked up, and depending on how high the water got in the engine, it and the transmission would need replaced/rebuilt.
