Water Leak

Ok so the water company leaves a notice on my door that i have a water leak somewhere in my yard/house. so I?m pretty confident that it is in the yard somewhere so i start digging and then I notice that the meter isn't moving, and then it starts again and goes off and i keep digging, but most of the time its off, nobody is in the house using water or anything. so my question is do I really have a leak or a bad meter? what do you think?
