Watchmen Question

okay, i just finished reading Watchmen by Alan Moore, and i'm a little confused by the ending....Rorschach is the true hero right?
it seems that everybody else succumbs to moral relativism except him, and that, in the end, history repeats itself (last page, with his journal being found)
i just wondered, because it seemed rather ambigious, with all the other flowery, optimistic imagery they use...almost as if the terrible act Veidt (Ozymandias) does is justified (ends justifying the means). i rather like the way Rorschach goes out...standing up for what is right "even in the face of Apocalypse"
