Was this excessive force used by the officer?

oh shit yeah.

teh guy was on his stomach with his arms out. the cop ran up and kicked him in the head.

Wow, sure looks like it. Booting the guy in the head when he was laid flat out on his stomach? Just a tad over the top.

Meh, that immigrant deserved it. Let's not forget he was driving like a douche and hit someone before he ran from the car. He should be happy all he got was a kick.

I'll generally stand up for cops and give them the benefit of every doubt, but this looks pretty bad.

Fast forward to the 10:00 mark.

Nope.

The suspect ran for 10 mins and risked injuring numerous people through the way he drove.

I don't care that he was laying down seemingly in a position safe for the police to arrest him. You just don't know what he might have done. The cop was making sure the suspect was incapacitated so as not to risk injury to himself or other officers. If he struck him multiple times, then that would have been over the top.

Enter Cop defenders......

No matter what, cop is wrong. Guy was on the ground spread out. Its not their job to beat the guys ass for what he did, its the judge and jury who get to throw his ass in FPMITAP. Not for the cop.

the other two cops kneeing him in the back from 2 feet off the ground and then the baton beating were a bit over the top as well...

and that news guy was very annoying.

What if the guy shanked the cop as he came up? At that point, I do not think a cop is going to risk any more shit from the perp.

his hands were in plain sight. if he had a blade or shank, it would have been easily seen from that cops distance. if he was really that worried, he should have pulled his sidearm and waited for back up.

I guess this is true, I never really had cop training :/

but if you run from the police, you better expect an ass whooping.

You can play the what if game all day long. There is no way the cop can defend his actions.

Yes. Cops like this make it hard for good cops to do their job properly, and make it so the public distrusts them and doesn't respect them. Fuck him.

Yeah, I realize that now that hanoverphist said he should have waited for backup with his gun on the guy.

I agree it was over the top and coming from a law enforcement family, I'll usually stand up for the cops. Neither the kick or the kidney blows were necessary. I'll defend the knee into the back but the others were way over the top.

Classic interpretation.

"When capturing potentially dangerous suspect who's surrendering in a sprawled out face down position, deliver immobilizing blow just in case he becomes combatant upon arrest."

And yes, he was struck multiple times with the baton by the other officer.

There should be a law, if you engage police in a high speed pursuit to bring your criminal ass in the police are entitled to abuse you in any way that gives them joy.

if i run from the police and dont submit, ill take that beating. if anyone drops to the ground and gives up, it is not green light for the cop to kick the guy in the face, hit them with a baton in the ribs repeatedly. those are moves to subdue a suspect, not moves to use on a suspect that is already subdued.
