I am confused. This for softmodding the 9500s to 9700s? I can OC my 9600 Pro with Rage3D Tweak without any bios cracks.

No. It's to unlock the clock in order to OC.

What´s the benefit of this bios flash against the overclocking tab in omega drivers panel?

The overclocking tab will allow you to adjust the clock frequencies, but you need to flash the bios before doing this or they will revert to default settings.
