Antec isn't the only company that makes good, quality power supplies. For example, there is the Ultra X-Connect PSU. That's probably the best PSU you can get. I have one.

I wouldn't worry about 11.95V on the 12v, or even much less under load if the pc runs ok. Your 11.95v is actually very good, and well within the ATX specs. If you are having problems that could be psu related I'd measure voltages with a multimeter....Antec 400SL that came with my case & it seems to be okay, but runs consistently low (11.95) on the +12V line although the +5 and +3.3 lines consistently run slightly high...

If you think 11.95 is low on the 12v line, you apparently don't know too much about PSUs, electricity, and what makes a quality PSU.
Most quality PSUs run between 11.7 and 11.8 on the 12v when under load. You will never have a perfect 12v simply because electrons do not act in that manner. As long as you're above 11.6, you're within 5% of spec, which is the acceptable limit.
