Sapphire makes the BBA cards. With that in mind, at around $70 it's probably better than a 128MB R9100 but a used Ti4200 would be preferable.

There's a bunch of regular 9600's for under $100 at newegg. Or you can try and find a used TI4200 which would most def. be under $100 as suggested previously.
So a 9600 would be better than a 9600se? And the TI4200 would be better than a 9600?

The 9600 would be better than a 9600se. The difference is that the 9600se has 4 - 64bit pipelines instead of 4 - 128 bit pipelines like the 9600.
I know in my testing, a TI4200 was faster than a 9500 in DirectX8 games, but the 9500 killed the TI4200 in DirectX9 games. I'm sure that the 9600 would be better all around. The 9600 has a slower clock speed than the 9500, but the memory is faster on the 9600 so I'm not sure how it would fair.
