Ignoring all the usual BS about Win95 being useless nowadays:

You could try the file-sharing networks.
Or Pricewatch.com, Pricegrabber.com.
Many folks sell just the media for Less than $20.

I lied. Just checked my 3 favorite file-sharing networks. Guess what?
Even pirates dont have a use for Win95. No one is sharing the actual Disc Image.
I would seriously consider the full version of Win98 2nd Ed.
CS2G.com has it for $37 retail box.
 
Yeah, everyone pretty much agreed that Windows 98 >>>>>>> Windows 95, so there's actually no use for it. No reason to keep it. And for $37, it's cheap enough to go ahead and pull the trigger.
 
Does anyone know the serial number for installing Win95 A? I think it was 111-11111 etc... (I remember the actual pattern, but won't type it in for legality reasons 😛) Anyhow, it's funny how MS licensing security is higher now. 😛
