WAN/VPN setup - hardware guidance needed!

hiya,

i'm trying to figure out how i can connect 3-4 locations in the same city on a wan/vpn using the inet as a backbone...
i've taken some shots in the dark and found the following possible hardware (URL's below) to use:

i'm basically going to need a router/switch with a print server, and then perhaps a vpn router?
i will be setting up an office, so ill need to connect about 7 pc's max.
it might just make sense to buy a single pc based server with a common hard disk, so the individual PC's dont have to have a hdd each.

if anyone reading this could help in pointing me in the right direction, i would greatly appreciate the effort.

Trying for $1500 total.
The uplink is only a 384kbps SDSL line.

Oh, and if its of any relevance, this network will be located in Bombay, India.
