I can think of a few situations where that might be a worthwhile deal.

If someone needed to convert PayPal funds into something that could be used online @ Walmart.com this would be a quick way to do it (assuming they didn't have a PayPal debit card).

Or, look at it this way. It cost him under $3 to get that card, I spent more than that today withdrawing $200 from my PayPal account via ATM. I no longer have any bank accounts tied to PayPal, so my only other option is to use the card as a credit card or have them mail me a check (at a $1.50 fee).

Neither are Walmart employees. It took them 40 minutes to figure out how to enter me into their tax exempt database today...

How do you figure? I see $2.51, $3.81 if he opts for insurance (which I don't think would cover a gift card anyway, so it's pointless).

I see no indication he's outside the US, so shipping is free.

I figure it was $5 because I am an idiot, and though that Shipping was $5 to everywhere.
 
I used to buy giftcards on places like ebay all of the time and pay 80-85% face value. It worked out for some really great deals. Paying more than that, and especially more than face value is ridiculous.
 
it could be a possiblity that the winning bid was a friend of the seller that was trying to drive the price up. Or the buyer is just plain stupid.

Don't forget that a person could use this to launder money from a stolen CC/paypal acc't very easily.
