Wallpaper not displaying

So, I don't know what I've done, but for some reason my wallpaper isn't displaying. Only the background color is showing. When I have the desktop selected and I press F5 it flickers to the wallpaper, but nothing I do seems to fix it. The wallpapers will also flicker when I quit applications or exit games.

I've running an ASUS V9980 Ultra (GeForce FX 5950 Ultra) on dual monitors. The problem started when I changed the refresh rate on my Dell flatscreen, but I've updated XP and reinstalled all the drivers since them. What is going on?
 
Do you have one of those screen saver programs installed? If so uninstall it. Try specifying a BMP file for the wallpaper instead of a JPG. That would tell you if active desktop is broken. You need active desktop to display a jpg as a wallpaper. You don't need active desktop to display a BMP.

I fixed it - sort of. I discovered that when I had an icon on the desktop my wallpapers showed up (I normally have no icons on my screens). So I enabled my recycle bin and put it in the far corner of my slave monitor.
