Wake on LAN question

It's not the mechanics of how to open a port, but rather the fact that I am forwarding a port to the IP address of a machine that is powered down...And I thought that a powered-off PC had no IP address.

This minor detail has me confused.

All I want to do is turn on a PC from outside my LAN. Any ideas?

EDIT:

Some research tells me that I should forward the port to the broadcast address of my subnet, in my case 192.168.0.255. The router won't accept it, though. Will any SOHO routers allow this?
 
I'm currently trying to do this too...
I couldnt work out how the magic packet would be forwarded to a computer that isnt switched on as it wont have an IP address though. Therefore isnt the only way to do it is to forward to x.x.x.255?
 
I guess that people do not like to read links that might solve their problem.

If the computer is Directly On the Internet by itself Extrenal IP and magic packet IP might work.

Otherwise:

NO Private IP would work. USE MAC ADDRESS IN CONJUNCTION WITH SPECIFIC PORT.
