Doing 30yr. fixed rate of 6.30% total closing cost of $1300.00 They are doing what they call an inside loan. Is this a good rate?

Also the loan is for $137K

Is this a 100% LTV loan? I just did a 80/15 with 6% and 8% with closing this friday. PM me if you need contact address of the guy.
