Well it sounds like you tried most of the simpler methods, so here's another method.
I was actually able to install Win2K and whistler without changing anything, but regardless here's some basic directions:
1) Go into the BIOS and disable ACPI by going under "Power Management Options" and disabling ICPA function.
2) Power off the system and remove all nonessential components. Disable onboard audio.
3) Format your hard drive.
4) Insert the Whistler/Win2000 CD.
5) Follow normal installation protocols. Do NOT install any extraneous drivers.
6) Install Service Pack 1 if using Win2000.
7) Install VIA 4-in-1 drivers version 4.25a.
8) Install drivers for devices already detected.
9) One by one, install your other devices. Ensure that each works before installing another.
You should be good to go.
If that fails, try loading Fail-Safe defaults in the BIOS, then disabling ACPI/ICPA again.
If you have trouble when you're adding devices, try moving their position in the slots until you are no longer in conflict.
In conclusion, I really do hope you are on the MS Beta Team or are an MSDN subscriber if you are using Whistler. Some pirated copies have been reported to have trojans and the automatic bugreporting software also sends your registration info so MS could be pissed.
