W98SE Can I combine Start - Programs Folders?

I'd like to combine several of the programs here into one folder. For example, a Utilities folder to hold my Utilities programs and a Games folder to hold my games.
Can this be done?
When I create a new Folder then drag and drop them in this new folder I get a message saying this action may affect one or more registered programs. Attempts to start the program has windows shining it's flashlight around looking for the files.

You can't move the applications around once they're installed, but you could move the *shortcuts* in the start menu. Go to start>settings>task bar.

You can shift the shortcuts around in the Start Menu. Go to Start, Control Panel, Taskbar &amp; Start Menu, go to the Start Menu Programs tab and click on Advanced.

You can move around the files and folders around in there as you see fit.

change the shortcuts, not the programs........

or, just copy them and paste them in the new folder you like

did you try the help thingy on the start menu?

Been gone a few days,
Yes, I've looked at the help thingy with no luck as to what I want to accomplish. Creating shortcuts doesn't quite seem to be the answer.
My ultimate goal is to reduce the number of programs I see in the
Start - Programs window since they now don't fit in one column and I have to use the down arrow to see some of them. I'm not real fond of the fact that Windows 98 SE doesn't create a second column when the first column fills up.
So.....what I'd like to do is combine these programs into sub-directories on the Start - Programs menu so that everything will be easier to locate. I can create a shortcut but then I want to remove original from the start - programs menu. When I do this, I get the flashlight while windows is looking for the program - am I making any sense?

\WIndows\Start Menu\Programs

Inside this folder, there is nothing but shortcuts. You can make a new folder there and consolidate as you wish. I do exactly that on *every* system I touch. I just hide the other folders.

Thanks for the suggestions, but they aren't doing it. I'm running W98SE, maybe that's the difference.
In the Windows/Start Menu/Programs I don't have 'nothing but shortcuts'. I have File Folders and a few shortcuts. Creating a new folder i.e. Utilities and creating shortcuts for these file folders in the Utilities folder causes them to operate incorrectly or not at all.
I guess I'll have to edit the registry (not likely) or uninstall, then reinstall the programs, selecting the desired location at that point.
From what I've gathered, Ladi's response sums it up the best.

Now I feel foolish!
I just tried the AndyHui suggestion and it works!
Thought I'd tried that before with no joy.
Anyway, I have what I want now, thanks again!
