W2K drivers for older ATI cards

I have seen quite many problems reported on the W2K driver for the ATI Radeon. I'm interested in buying a cheaper (thus older) ATI card such as the XPERT 2000. I wonder if anyone has similarly bad experience with its W2K driver. BTW, what other inexpensive (~$100) video cards have good 2D performance, hardware DVD decoding support, and rock solid W2K driver? I don't care too much about 3D performance.
