Vsync questions

In Unreal Tournament I can't get more than 60fps in whatever resolution I choose. Does it have to do with Vsunc not enabled in direct3d? How can I do that. I have tried both enabled and disabled the vsync in open gl settings with no luck.

Generally does disabling Vsync on the opengl tab of the detonator properties have any impact on my direct 3d games? As I said before in UT

There's a MaxFPS settings that you can set. It was implemented to reduce traffic for modem users or soemthing like that.

Gotta have the correct .inf driver for your monitor: must show correct model in display props, then you can change fV to whats available under adapter fly out.
Vsynch separate for D3D and OGL. With vs on, monitor cannot go higher IN GAMES and such than current refresh. (Do not confuse framerate and refresh)

Win 2K has its own issue/patch fix.
