How many milliseconds of latency, and how much more RAM? You get one practically undetectible 'problem,' and one completely undectible 'problem' (assuming you have a decent amount of VRAM) in trade of getting rid of one very detectible problem. The trade off is by and far worth it. I've seen you make this argument in other threads and it just doesn't fly, games run better with triple buffering enabled when vsync is on.
 
Enabling vysnc should generally ensure the best quality but it can cause some games, like Rallisport Challenge, to suffer from stuttering.

I can't give you an absolute number because it's all relative. Generally speaking your latency will increase by up to 50% as it now takes three frames to see your actions instead of just two.

It depends on the resolution and bit depth.

Undetectable? I assure you, it's very detectable. If you don't believe me then run some mouselook tests with it on and off.

Yes but you're simply using triple buffering to fix an issue caused by vsync, an issue which was introduced soley because you enabled vsync in the first place. In reality having vsync off is the best option and tearing is largely undetectable if your refresh rate is high enough.
