vsync in windows?

is there any way to enable vsync while just on the desktop? i notice how some windows tear when you move them really fast. would there be any way to make them move smooth like when vsync is on in a game? i dont know what effects this would have on mouse movement or keystrokes.

Some info here. I dont understand exactly whats going on though

I've wondered about this too, but from what I gather there's no way to do it.

I just don't think it's necessary.
If you move windows quickly on a LCD monitor, they will go totally blurry and be unreadable unlike on CRTs.

The tearing is noticeable more than anything...especially when I'm using my LCD in portrait mode and scrolling vertically. I don't think the object is to read them while you're quickly dragging windows across the screen anyway

yeah, its just for it to look cooler. i'd like to see it move smoothly on my CRT.
