VPN using VPN routers?

a client needs access to the office computer from home. the office machine runs 98SE and has DSL and the home/remote runs ME and has cable. there will be occassions where someone will be on the office machine at the same time someone needs to be on it from the home/remote.

VPN sounds like the ticket, and since they don't and won't have w2k server on the office machine, i am looking at one of the many new VPN routers to handle the duty.

my ?s are these:

do both machines need static IPs or only the office machine? will they need vpn routers on both ends or office only?
