VPN help video conferencing?

I was wondering if, when using IP videoconferencing (between polycom units) establishing a VPN between the 2 sites and going through that will help with bandwidth and smoothing it out?
Obviously you can't exceed your up/down. Just wondering if "internet congestion" would be less or none of a factor in this instance.
 
I would think that it would hurt total bandwidth. You are going over your network to the internet - that network has X amount of usage. You would then create a vpn and run that vpn over the same network. This will not reduce the amount of usage already on your network.

VPN's have overhead, because they must encrypt / encapsulate then data, transmit it, then decrypt it.
