Yes, this is true. It's because the Democratic party has more blue collar workers and people of lesser means. For those people it is harder to make it to the polls.
Which is why Democrats have traditionally been for things like extended voting hours and Republicans against making it easier to vote.

So, when turnout goes up, it's a higher percentage of democrat-leaning overall.
