Voltage too high?

I have a P4 650 system with an Antec Smartpower 2.0 450W PSU. Mb is the Asus P5LD2.

Looking at voltages, Asus probe is reporting 12.41 - 12.46 volts. The 3.3 and 5 volt numbers are much closer to specs.

What will this over voltage cause? The system still runs hot even after replacing the stock heatsink with a Thermalright SI-120 cooler and switching cases to an Antec P150. I am not using the Neo HE430 PSU which came with the P150 as it came DOA.
 
You need to use a Volt meter to measure the voltages accurately. A voltage reported by a software utility can be quite inaccurate.
 
If we assume that the software is reporting correctly, what would be the effects of running with a voltage this high?
 
If the voltages are correct, then these are within 5%.
That is completely normal.

If it reached 13v, I would think about getting another psu for 5 minutes, then I would get another psu.

Even though the spec for the 12V rail voltage allows for a 5% tolerance (11.4V - 12.6V), which means your supply would still be within spec, a decent power supply does more than just meeting the spec!

I would not use a supply whose accurately measured 12V rail voltage is 12.46V.

Higher supply voltage results in more power dissipation, which results in higher temperatures.
