Voltage Problem

First of all consider the following my computer specs:
(custom built)

Processor: Intel Pentium 4 3.0Ghz Prescott 64bit Hyper Treading Technology (Socket 775)
Motherboard: ASRock Dual 880-Pro
Graphics Card: SPARKLE Geforce 6200TC
Memory: Dual 512MB Samsung RAM (DDR2)
HDD: Western Digital 160GB (SATA)
and a Pioneer DVD Writer
PSU: Codegen 450W

I seem to be having problems with my PSU, but i'm not sure of it
(just so you know I have another Mercury 300W PSU, which may be used for testing)

See the following screenshot, I noticed that teh CPU Core is having low voltage and -12V is actually showing 0.56V

Is there anything wrong with the following screenshot because the o/s feels the difference and is a bit slow.
